What Purogati is for
Purogati is a place to write down what you want changed, and to see who else wants the same thing. A petition here can be about your ward or about the whole country, and it can be for something or against it.
Nothing filed here is sent to any authority. Purogati keeps petitions together, in public, where they can be counted and compared. What you do with one afterwards is up to you — see the terms of service.
Filing a petition
You need three things: a title, a description, and a place. Everything else is optional.
The place can be as broad or as narrow as your petition actually is. Type your panchayat or ward and the district and block are worked out for you. If your petition is about a whole district, a state, or the country, choose that instead — there is no requirement to name the smallest place. Detailed panchayat and ward lists exist for Kerala so far; elsewhere, choose your district or state.
As you type a title, Purogati looks for petitions that already say something similar. If one exists in the same place, support it rather than filing a second — one petition with many supporters carries further than many saying the same thing separately. If the similar petitions are about other places, file yours anyway. That the same problem recurs across several places is itself worth showing.
Choosing a category
Categories follow the departments that actually handle each kind of problem. You do not have to get this right — pick the closest, or Other if nothing fits. It is a filing aid, not a test.
- Infrastructure — state roads, bridges and government buildings; village infrastructure and employment schemes; city planning, municipal corporations and civic amenities.
- Health and Family Welfare — public hospitals, medical colleges, and disease control programmes.
- School and Higher Education — public schools, colleges, curriculum, and literacy initiatives.
- Food and Civil Supplies — the public distribution system, ration shops, and food security.
- Transport — vehicle registration, public buses, and road permits.
- Social Welfare — pension schemes, support for marginalised groups, and disability aid.
- Land & Land Records — land records and land revenue, boundary and title disputes, and the certificates issued by the village office: income, caste, possession, residence.
- Law & Order — law and order, state police forces, and internal security.
- Environment and Forests — wildlife, state forests, and pollution control.
- Disaster Management — preparation for and relief after floods, landslides and other disasters.
- Agriculture — farmer welfare, crop support, irrigation links, and seed distribution.
- Labour and Employment — workers' rights and employment exchanges.
- Industries and Commerce — local businesses, factories, and investment.
- Tourism — tourist sites, facilities for visitors, and the effects of tourism on the places that host it.
- Taxes & Budget — state budgets, taxation, treasury, and fiscal policy.
- Other — anything that does not fit above. Better here than filed somewhere wrong.
Supporting a petition
Supporting is how a petition gathers weight. You can support as many as you like, and supporting costs nothing and commits you to nothing.
If you agree with a petition but would put it differently, comment. If your own view changes later, file a new petition — a later petition saying something different is a better record than a deletion, which leaves no trace.
